一起意外死亡事件引出的一家制药厂的黑幕交易。日本人山岛（傅彪饰）利用制药厂通过毒品渠道进行秘密交易。刑警队长赵简（姜武饰）步步为营与邪恶势力做殊死搏斗，几乎付出了生命的代价。山岛的侄女惠子（翁虹饰）为了解“有人打着制药厂旗号做见不得人的勾当“一事而来到中国，她在亲情与公理、正义与邪恶之间徘徊，而且还深陷情网，不能自拔。同时与山岛相关的黑帮老大张彻（张颂文饰）爱上与去世母亲相像的雅文（许晓丹饰），而雅文心另有所属，张彻在狠毒与柔情中“分裂”着。。The story opens in Balochistan, in a small, scarcely ‘wired’ village bordering Iran and Afghanistan.
